Since its founding in 2010, RePlan has been working closely with the City of Vancouver on Community Planning for False Creek South. This work is based in Our Principles and is a continuation of the decades-long collaboration between the False Creek South Neighbourhood Association and the City of Vancouver. While this collaboration is on hiatus due to issues related to the leases, RePlan has been pursuing independent, community-based planning projects.
2021
February
The City held a series of online sessions on The Future of False Creek South.
September
False Creek South residents purchased 2016 Census data about the leasehold land and published a report that countered misinformation shared by City staff during the February public engagement sessions and subsequent public communications.
October 21
City staff presented a report from Real Estate and Facilities Management with a proposed conceptual plan for the neighbourhood. The report built on conceptual work done by Dialog and Brook/Harris in 2016 and 2020.
October 28
City Council heard from over 100 False Creek South residents and supporters and significantly amended the Real Estate plan to support False Creek South’s unique income and housing mix.
2020
January
The Community Planning Group hosted two workshops seeking community input and approval of a proposed plan for the Intergenerational Hub. 200 residents attended the sessions.
Spring
Members of the Community Planning group met with staff from the provincial Ministry of Housing and BC Housing to discuss the Intergenerational Hub.
2019
RePlan’s Community Planning Working Group host several design charrettes to gain community input on the future of the 6th Avenue corridor and opportunities for redevelopment and in-fill throughout False Creek South.
RePlan meets with Broadway Lodge and PHS Community Services to discuss the Intergenerational Hub, a site for the relocation of the Broadway Lodge, which would serve as a neighbourhood site for aging-in-community services and supportive housing for seniors.
2018
May
Vancouver City Council votes unanimously to adopt the False Creek South Provisional Vision Statement & Guiding Planning Principles. The principles were the result of an extensive neighbourhood consultation process with the City. To learn more about the creation of this document, read the May 2018 Council Report on the engagement process. This concluded Phase 1 of the planning process.
In the same vote they pass a motion to defer “detailed planning work in False Creek South… until greater clarity is reached on lease negotiations with leaseholders on City lands in the community.”
March
Vancouver City Council approve the False Creek South Provisional Resident Protection and Retention Plan, which was created to provide “a safety net that can support resident and community retention” (see Appendix A) in the event of redevelopment, development or end-of-lease terms.
2017
Summer
The City of Vancouver engages in a neighbourhood planning program over several months, which leads to the creation of the False Creek South Provisional Vision Statement & Guiding Planning Principles, which will guide future community planning.
May
After one year of consultation, City Council approves the terms of reference to begin the community planning process.
Key Reports
On October 28, 2021 City Council signficantly amended a City staff recommendation on the Future of False Creek South. Amendments included support for the neighbourhood’s income and housing mix, measures to keep and increase livability, green space, and more.
On May 16, 2018 Council approved the adoption of the False Creek South Provisional Vision Statement and Guiding Planning Principles. Council also approved a pause in the neighbourhood planning process so that strata, co-op, and non-market lease negotiations can take place with residents before further detailed planning work for the area takes place.
The False Creek South Resident Protection and Retention Plan (RPRP) is the first step in meeting Council’s direction to develop affordable housing options for all residents on City-owned leased land to remain in the neighbourhood. The intent of the RPRP is to create a safety net that can support resident and community retention in the event of resident displacement triggered by development, redevelopment or end of lease terms.
