RePlan’s vision and mission statements and adopted principles provide a solid foundation that guides all of the efforts of RePlan and its subcommittees in support of community planning, governance and lease renewal for False Creek South residents and businesses.

These goal statements are a starting point as a draft for discussion to aid in all of our understanding of what can and should be done.  As well, they will serve to inform the discussions underway with the City of Vancouver to establish a work plan that sets out specific tasks to be completed by the City, RePlan or both.

RePlan Principle 1

Provide residents with an affordable option to remain in the community beyond lease renewal dates. Certainty around lease renewal is a priority in moving forward. Vision - Residents and businesses will be confident in their long-term tenure on the land and will play an active role in its governance and no one will be forced to leave the neighbourhood because they cannot afford to pay for their lease renewal.

Strata Owners Goal 1

In 2016, define and identify affordable options for prepayment and payment of some form of lease renewal (including consideration of affordable home ownership models) that meet existing residents’ financial capabilities, protect the investment they have made in their homes, and preserve the character of the community

Certainty in that we will have resolved lease renewal and governance issues with the existing Council (i.e. by 2018), including a commitment by the City in 2016 to some form of long term lease extensions of a minimum of 60 years.

RePlan Principle 2

Achieve a demographic mix that is similar to the region’s average and with a stronger emphasis on providing more housing for moderate and middle income workers and their families. Vision - We will be a model for other mixed income, socially and environmentally sustainable neighbourhoods and many children, elders, families and single working people will live here.

Strata Owners Goal 2

Consider ways to support or encourage achieving a demographic mix similar to the region’s average by 2030

A stronger emphasis in that we seek to ensure that a significant portion of housing in False Creek South is affordable for lease or rent to individuals, families and the workforce with even a modest annual income in keeping with guidelines such as Provincial housing income limits

RePlan Principle 3

Seek opportunities for increased density while respecting the historic urban design pattern of buildings and open space. Vision - The historic design of our neighbourhood will be preserved as it is renewed for the future.

Strata Owners Goal 3

Create an inventory in 2016 of existing developable land (e.g. vacant or underutilized land such as parking areas or rights of ways) and future opportunities for higher density development or re-development (e.g. when an existing building may face end of life), and estimate the offsetting value of those increases in density to the cost of lease renewal.

RePlan Principle 4

Continue to embody City of Vancouver initiatives: greenest city, affordable housing, and financial sustainability.

Strata Owners Goal 4

Identify initiatives that work towards feasible, mutually beneficial goals in environmental sustainability, local economic development, civic engagement and other important City considerations (e.g. green investments by stratas and co-ops such as electric vehicle charging or distributed energy)and any offsetting value of public purpose to the cost of lease renewal.

RePlan Principle 5

Model a process for dialogue, decision-making, partnership and change that is inclusive of all stakeholders.

Strata Owners Goal 5

Ensure that any forthcoming communications and consultation plan is inclusive of all parties and ensures that Strata Leaseholders are represented in important decisions that affect their ability to remain in the community, in the spirit of collaboration and respect.
